In August 2026, our HSE Management System was put through a full ADNOC HSE audit — documentation, permits, PPE discipline, and live site conditions, all reviewed against ADNOC’s own HSE Standards Manual. We passed. Below is the record: the audit itself, our HSE system, and the Golden Rules every worker on our sites lives by.

What the ADNOC HSE Audit Covered

ADNOC’s HSE assurance audits are not a formality — they examine a contractor’s full HSE Management System (HSE-MS) against the OSHAD-SF Codes of Practice and ADNOC’s own HSE Standards Manual. Auditors don’t just review paperwork; they walk live sites, question site teams directly, and check whether what’s written in the policy actually happens on the ground.

Our audit covered leadership commitment and HSE policy, documented risk assessments and permit-to-work records, PPE and site access discipline, toolbox talk and training records, emergency response readiness, and our incident and near-miss reporting history. The audit was closed out successfully, confirming UCES Middle East’s continued standing as an ADNOC-approved contractor.

Our System

How We Manage HSE, Every Day

Passing an audit is a single moment. What actually keeps a site safe is the system running underneath it, every shift, on every project. Here’s what that looks like at UCES Middle East.

Policy & Leadership Commitment

HSE objectives are set and reviewed from the top, with clear accountability carried down to every site supervisor.

Risk Assessment & JSA

Every task is assessed for hazards before work starts, with controls documented and briefed to the crew.

Permit-to-Work System

Controlled authorization for high-risk work — hot work, confined space, excavation, lifting, work at height.

Toolbox Talks

Daily briefings before shift start so every worker understands the hazards and controls for that day’s task.

PPE & Site Discipline

Mandatory PPE compliance, controlled site access, and routine inspections across every active location.

Emergency Preparedness

Site-specific emergency response plans, muster points, first-aid coverage, and periodic drills.

Incident Reporting & RCA

Every incident and near-miss is reported, investigated for root cause, and closed with corrective action.

Training & Competency

Ongoing HSE training and certification for supervisors, safety officers, and site crews.

Subcontractor HSE

Subcontractors are pre-qualified and held to the same HSE standard as our own workforce, no exceptions.

Non-Negotiable

Our HSE Golden Rules

Every worker on a UCES site — employee, subcontractor, or visitor — is briefed on our HSE Golden Rules before stepping onto site. Click a rule to see it in full.

HSE Induction Programme

No one steps onto a UCES site without completing HSE induction first — no exceptions, regardless of role or seniority. Every new worker, engineer, and subcontractor goes through a structured briefing before mobilization.

Our induction covers:

  • Site orientation and hazard awareness
  • PPE issuance and correct usage training
  • Permit-to-work system overview
  • HSE Golden Rules briefing
  • Emergency procedures and muster points
  • Signed acknowledgment on file before site access
